Less attention has been given to other issues that contemporaries nevertheless considered to be problems of the utmost importance. Such is the case of those they identified in the Argentine federal regime, giving rise to several political and intellectual controversies. These pages aim to shed light on one of the issues of Argentine federalism of that period, such as the institutional condition of the National Territories and their eventual admission as new provinces. La reforma electoral promovida por Roque Sáenz Peña ha representado el principal objeto de interés de la historiografía sobre el periodo entre 1910 y 1916. Menor atención se ha dado a otras cuestiones que los contemporáneos sin embargo consideraban entre los problemas de mayor importancia. Es el caso de los que se identificaban en torno al régimen federal, objeto de numerosas controversias políticas e intelectuales. Aquí se busca contribuir al tema a partir de una de las aristas específicas del federalismo argentino como fue de la condición institucional de los Territorios Nacionales y su eventual admisión como nuevas provincias.
