| Sumario: | In 1907 Dr. Adolfo Valdez, director of Cuerpo Médico Escolar (CME) of CABA, and a team of well-known doctors filed a complaint before the Consejo Nacional de Educación (CNE) against Dr Benjamin Martínez, subdirector of the institution. The investigative commission carried out an investigation to search for weaknesses and shortcomings of the CME, whichresulted in a restructuring of one of the essential services, intending to improve future citizens’ health.This case reflects a broader reality by illustrating the way in which State bureaucracies are constituted.This process proves that they are not immune to the conflict and struggle for power within the State. Wewere able to use a methodology based on a descriptive-analytical approach thanks to a cross-sectionainvestigation carried out by the CNE, whose recordscan be found in the Archivo Intermedio de la Nación (AIN), Higiene Escolar and El Monitor de la Educación Común magazines as well as CNE’s reports. |
