The investigative commission carried out an investigation to search for weaknesses and shortcomings of the CME, whichresulted in a restructuring of one of the essential services, intending to improve future citizens’ health.This case reflects a broader reality by illustrating the way in which State bureaucracies are constituted.This process proves that they are not immune to the conflict and struggle for power within the State. Wewere able to use a methodology based on a descriptive-analytical approach thanks to a cross-sectionainvestigation carried out by the CNE, whose recordscan be found in the Archivo Intermedio de la Nación (AIN), Higiene Escolar and El Monitor de la Educación Común magazines as well as CNE’s reports. En 1907 el director del Cuerpo Médico Escolar (CME) de Capital Federal, el Dr., Adolfo Valdez y un grupo de médicos, realizaron una denuncia ante el Consejo Nacional de Educación (CNE) contra el subdirector del organismo, el Dr. Benjamín Martínez. Una Comisión Investigadora tomó cartas en el asunto realizando una pesquisa que llevaría a detectar las debilidades y falencias del CME y dando como resultado una reestructuración del servicio, destinado al mejoramiento de la salud de los futuros ciudadanos. Entendemos que el caso ilumina una realidad más amplia que nos muestra cómo se constituyeron las burocracias estatales, las cuáles no están exentas de conflictos y de luchas de poder dentro del mismo Estado. La apuesta metodológica parte de un esquema descriptivo-analítico gracias al cruzamiento de la investigación iniciada por el CNE y cuyo expediente se encuentra en el Archivo Intermedio de la Nación (AIN), la Revista de Higiene Escolar, El Monitor de la Educación Común e informes del CNE.
