This owes to that a socially troubled issue is a complex system and the methods to resolve public policies that depart from the paradigm mentioned before are not developed to approach complexity problems of this type. That is why it is necessary to develop a method of public policies that departs from the field of the complexity. The aim of this work is to develop a method to design and develop public policies, based in the knowledge of complex system, so that it can fulfill in a satisfactory way the necessities and demands of society. El siguiente artículo plantea que los métodos para realizar políticas públicas elaborados desde el paradigma de la “ciencia clásica” no resuelven de manera satisfactoria las problemáticas de la sociedad. Esto se debe a que una cuestión socialmente problematizada es un sistema complejo y los métodos para realizar políticas públicas que parten del paradigma recién mencionado no están desarrollados para abordar problemáticas de este tipo de complejidad. Por ello es necesario desarrollar un método de políticas públicas que parta del campo de la complejidad. El objetivo de este trabajo es desarrollar un método para diseñar y realizar políticas públicas que esté basado en la noción de sistema complejo, para así poder responder a las necesidades y demandas de la sociedad de manera satisfactoria.
