In specific terms, it focuses on the identification of access and restrictions to the external financing of Santa Fe as a subnational actor and its new foreign financing strategy. El protagonismo incremental de actores subnacionales es un tópico que ha ganado atención por parte de las distintas escuelas de las Relaciones Internacionales a partir de la década del 60. El presente artículo consiste en analizar el accionar internacional de la provincia de Santa Fe en la búsqueda de financiamiento externo para su desarrollo entre los años 2007-2017.
