Since 1990 the executive branch of Entre Ríos Province (Argentina) has developed several actions of decentralized cooperation (international treaties, letters of intent and concrete actions). It hypothesizes that all actions have tackled a wide range of topics with external partners as a response to economic interests of Entre Ríos Province bureaucracy. This has been possible due to competences acknowledged and established by a specific legal framework. The analysis was based on a descriptive and exploratory methodological design, employing several techniques such as literature review, document analysis and interviews to key informants. It concludes that most actions have encompassed economic development and production with governmental actors (national and sub-national) located in “the South”. International cooperation has been on the public policy agenda intermittently without materializing in a Secretary or main and permanent office with its own budget and personnel. As a result, decentralized international cooperation of Entre Ríos province lacked planning, coordination and monitoring. Esta investigación se encuadra dentro de la perspectiva de internacionalización de gobiernos subestatales. El Poder Ejecutivo de la provincia de Entre Ríos (Argentina) ha desarrollado desde 1990 una serie de acciones de cooperación descentralizada (convenios, cartas de intención y actividades concretas). A manera de hipótesis se planteó que las mismas se efectuaron en variadas áreas temáticas con diferentes socios externos, respondiendo principalmente a intereses económicos de los funcionarios (fundados en disposiciones constitucionales), cuyas competencias y facultades en torno al relacionamiento externo se encuentran establecidas en un marco legal específico. El análisis se efectuó según una metodología descriptiva-exploratoria y se utilizaron técnicas de revisión bibliográfica, análisis documental, búsqueda de noticias en los Organismos del Poder Ejecutivo y entrevistas a informantes claves. A manera de conclusión se planteó que la mayor parte de las acciones se han desarrollado en el área económico-productiva, con actores estatales (nacionales y subestatales), ubicados fundamentalmente en el Sur. De todas maneras, la cooperación internacional ha estado presente en la estructura orgánica del Poder Ejecutivo de manera intermitente durante los años 1994-2013, sin llegar a formar parte de una Secretaría o dependencia permanente con asignación presupuestaria y de personal especializado, situación que trajo aparejada la falta de planificación, coordinación y seguimiento de la cooperación descentralizada.
