Through the analysis of two case studies—the lack of action by Hungary in response to an arrest warrant issued by the International Criminal Court and the paralysis of the Appellate Body of the World Trade Organization—a growing trend toward the strategic and selective use of international norms is revealed. The paper argues that although legal norms formally persist, in practice they are losing normative strength due to ad hoc interpretations and deliberate non-compliance. This dynamic erodes the predictability and legitimacy of the multilateral system, while simultaneously weakening the principle of good faith and legal commitments in favor of shifting state interests. The article offers a critical perspective on the international normative order and warns of the risk that exceptions may become the rule. In response, it underscores the need to strengthen verification mechanisms and pursue consensual reforms of the system in order to preserve its regulatory function and universal validity. En este artículo se analiza el fenómeno de la desnormativización en el orden jurídico internacional actual. A través del análisis de dos casos - la falta de acción por parte de Hungría ante una orden de detención emitida por la Corte Penal Internacional y la parálisis del Órgano de Apelación de la Organización Mundial del Comercio - se evidencia una tendencia creciente al uso estratégico y selectivo de las normas internacionales. Se argumenta que, si bien las normas continúan existiendo formalmente, en la práctica están perdiendo fuerza normativa debido a interpretaciones ad hoc y a incumplimientos intencionados. Esta dinámica erosiona la previsibilidad y la legitimidad del sistema multilateral y, a su vez, debilita el principio de buena fe y los compromisos jurídicos a favor de intereses estatales coyunturales. El artículo plantea una mirada crítica frente al orden normativo internacional y advierte sobre el riesgo de que la excepción se convierta en la regla. Frente a ello, se subraya la necesidad de reforzar los mecanismos de verificación y reforma consensuada del sistema, con el fin de preservar su función reguladora y su validez universal.
