description The world is going through a complex energy and possibly power transition context, where the search for political and technological agreements to curb global warming is mired in techno-economic and commercial competition between the United States and China. At the same time, the international system is experiencing conflicts that destabilize the order led by the American power. In this context, nuclear technology regains prominence from its war and civilian facets. As regards the first dimension, the Russian invasion of Ukraine and the increase of several atomic arsenals put the possibility of a new arms race back on the agenda. Regarding the second, nuclear energy is once again positioning itself as a viable and clean alternative to guarantee the goals of the energy transition, especially since the manufacture and commercialization of Small Modular Reactors, where there is also great geopolitical and commercial competition between the United States, Europe, China, and Russia. Bringing the dimensions of science and technology closer to international studies, this article seeks to present research results that show the strong intertwining of both dimensions to understand the current global dynamics and the consequences for the developing world.

El mundo atraviesa un complejo contexto de transición energética y posiblemente de poder donde la búsqueda por llegar a acuerdos políticos y tecnológicos para frenar el calentamiento global queda sumida en la competencia tecnoeconómica y comercial entre Estados Unidos y China. Al mismo tiempo el sistema internacional experimenta conflictos que desestabilizan el orden liderado por la potencia norteamericana. En este contexto la tecnología nuclear recobra protagonismo desde su faceta bélica y civil. En cuanto a la primera dimensión, la invasión rusa a Ucrania y el aumento de varios arsenales atómicos volvió a poner en agenda las posibilidades de una nueva carrera armamentística. Con respecto a lo segundo, la energía nuclear vuelve a posicionarse como una alternativa viable y limpia para garantizar las metas de transición energética, especialmente a partir de la fabricación y comercialización de los Reactores Modulares Pequeños, donde también se registra gran competencia geopolítica y comercial entre Estados Unidos, Europa, China y Rusia. Acercando las dimensiones de ciencia y tecnología a los estudios internacionales, este artículo busca presentar resultados de investigación que dan cuenta de la fuerte imbricación de ambas dimensiones para entender las dinámicas globales actuales y las consecuencias para el mundo en desarrollo. O mundo atravessa um contexto complexo de transição energética e, eventualmente, de poder, em que a procura de acordos políticos e tecnológicos para travar o aquecimento global está envolta numa competição tecno-económica e comercial entre os Estados Unidos e a China. Ao mesmo tempo, o sistema internacional vive conflitos que desestabilizam a ordem liderada pelo país do norte. Neste contexto, a tecnologia nuclear volta a ganhar relevo, tanto na sua vertente bélica como na civil. Quanto à primeira dimensão, a invasão russa da Ucrânia e a construção de vários arsenais atómicos colocam de novo na ordem do dia as possibilidades de uma nova corrida aos armamentos. Quanto à segunda, a energia nuclear volta a posicionar-se como uma alternativa viável e limpa para garantir os objetivos da transição energética, sobretudo a partir do fabrico e comercialização dos Pequenos Reatores Modulares, onde também se verifica uma grande competição geopolítica e comercial entre os Estados Unidos, a Europa, a China e a Rússia. Aproximando as dimensões da ciência e da tecnologia dos estudos internacionais, este artigo procura apresentar resultados de pesquisas que dão conta do forte entrelaçamento de ambas as dimensões, a fim de compreender as dinâmicas globais atuais e as consequências para o mundo em desenvolvimento.
