This article analyzes how the EU has used foreign aid to insert itself into Andean countries, and gradually penetrate their markets to move towards the establishment of a free trade area. Through altruistic justifications that come along with donations and assistance, the European bloc has been able to strengthen its relations and friendship ties with the beneficiaries of its programs; thereby building areputation as a fair and ethical partner. This research presents a historical analysis of each of the stages through which trade relations and cooperation between both parties have gone through, beginning in the 70s. In a world where there is not a single leading power at the international level, one can no longer speak of absolute hegemony, but of governance of different spaces. In this sense, development assistance is a tool that can be used to govern, lead and influence. El expansionismo de la Unión Europea (UE) ha venido acompañado de la cooperación para el desarrollo como herramienta política. En este artículo se analiza cómo la UE ha utilizado la ayuda internacional para insertarse en los países andinos, y poco a poco penetrar sus mercados y avanzar hacia el establecimiento de una zona de libre comercio. A través de las justificaciones altruistas, que usualmente van junto a las donaciones y asistencia, el bloque europeo ha podido fortalecer las relaciones y nexos de amistad con los beneficiarios de sus programas; y de esta manera forjar una reputación de ser un socio justo y ético. En la presente investigación se realiza un análisis histórico de cada una de las etapas por las que han atravesado las relaciones de comercio y la cooperación entre ambas partes, empezando en los años 70. En un mundo en el que no existe una sola potencia líder a nivel internacional, ya no se puede hablar de una hegemonía absoluta, sino de gobernanza de distintos espacios. En este sentido, la ayuda para el desarrollo es una herramienta que sirve para gobernar, liderar e incidir.
