Sumario:This study analyzes the new agreement between the IMF and Argentina signed in 2018. Considering the previous experience with the Fund, I answer what is new in this period of indebtedness. From a neo-Gramscian perspective, I argue that the IMF has applied the strategy of transformism by incorporating a novel “social pillar” aimed at the poor and women. Based on the use of primary and secondary sources, I argue that the consideration of poverty was an attempt by the Fund to legitimize its return and dismantle the possible counter-hegemonic advance since it sought to incorporate those who hindered the implementation of the neoliberal agenda towards the end of the 90s. In turn, I show that the gender perspective lacks content and conditionalities, so it operates as a discursive strategy to legitimize the agreement by taking a relevant issue on the local agenda. In any case, the social pillar has not been enough to consolidate a new neoliberal hegemony.
