To this end, a qualitative approach is adopted, following the guidelines of grounded theory, and legislative and administrative documents related to the formulation, management, and evaluation of this state intervention are systematized. Designed in 2014 to guarantee the right to education and promote the social inclusion of young people, PROGRESAR underwent a shift towards meritocracy and individualism between 2016 and 2019, excluding those who did not meet certain academic performance criteria. The enactment of Law No. 27.726 in 2023 has sought to reverse this trend, restoring the program’s inclusive nature and expanding its reach. However, the meritocratic discourses that dominate current political and cultural debates pose a series of challenges for interventions aimed at youth social inclusion. Thus, this article highlights the tensions between different intervention logics and reflects on how the State shapes the policy’s target population, simultaneously constructing them as subjects of assistance and/or as dangerous subjects. El presente artículo analiza el Programa de Respaldo a Estudiantes Argentinos (PROGRESAR), observando sus cambios y continuidades durante el periodo 2014-2024. Para ello, se adopta un enfoque cualitativo que sigue los lineamientos de la teoría fundada en los datos y se sistematizan documentos legislativos y administrativos vinculados a la formulación, gestión y evaluación de dicha intervención estatal. Diseñado en 2014 para garantizar el derecho a la educación y fomentar la inclusión social de jóvenes, el PROGRESAR sufrió un giro hacia la meritocracia y el individualismo entre 2016 y 2019, excluyendo a quienes no cumplían con ciertos criterios de rendimiento académico. La sanción de la Ley Nº 27.726 en 2023 ha intentado revertir esta tendencia, devolviendo al programa su carácter inclusivo y ampliando su alcance. Sin embargo, los discursos meritocráticos que dominan los debates político-culturales actuales exponen una serie de desafíos para las intervenciones destinadas a la inclusión social de las juventudes. Así, en este trabajo se destacan las tensiones entre las distintas lógicas de intervención y se reflexiona sobre el modo en que el Estado configura a les destinataries de la política en cuestión, en términos de sujetos de la asistencia y/o sujetos peligroses paralelamente.
