Based on the treatment that two key issues have had –the woman/gender question and poverty–, it proposed to recognize changes in social institutions and by the expansion of bureaucratic casts. The second part of this article intends to follow bureaucracies from a relational perspective: in the context of the relationship they have with their customers. We will focus on three agencies: the Ministry of Social Development of the Nation, the National Council for Women and the Provincial Council for Family and Human Development. As a part of the applied methodology, this article is based on updated literature and evidence extracted from primary and secondary sources. Among its main findings, it accounts for two transformations. On the one hand, changes in the general institutional fabric of assistance from the inclusion of social programs and other intervention devices that will require the expansion of bureaucratic casts. On the other hand, the circulation and renewal of these agents in interaction with the customers that will transform the daily work of bureaucracies. El artículo busca dar cuenta del proceso de surgimiento, expansión y diversificación de las burocracias asociadas a las transformaciones del Estado. A partir del tratamiento que han tenido dos temas clave –la cuestión mujer-género y la pobreza–, se plantea reconocer cambios en la institucionalidad social y expansión de los elencos burocráticos. Además, plantea seguir a las burocracias desde una perspectiva relacional: en el marco de sus relaciones con sus clientelas. Para ello, nos centraremos en tres organismos: el Ministerio de Desarrollo Social de la Nación, el Consejo Nacional de la Mujer y el Consejo Provincial de la Familia y Desarrollo Humano. Como parte de la metodología de trabajo, el artículo se basa en literatura actualizada y en datos construidos a partir de fuentes primarias y secundarias. Entre sus principales hallazgos, da cuenta de dos grandes transformaciones. Por un lado, cambios en la trama institucional general de la asistencia a partir de la inclusión de programas y otros dispositivos de intervención emblemáticos que requerirán de la expansión de los elencos burocráticos. Por otro lado, la circulación y renovación de esos agentes en interacción con las clientelas que transformarán el quehacer cotidiano de las burocracias. Universidad Nacional de Rosario.
