Sumario:The article develops the hypothesis that under the CELATS, since the early 80’s, is made a “matrix theory and policy, for social work, which underpins the theoretical and practical strategies of professional performance in institutional settings (public or private) intertwined in the creation of a new social hegemony. Explores the socio-historical conditions of   emergence of this matrix, where although the immediate context of its emergence gives meaning to this, we understand that not exhausted, since the various debates placed in CELATS experience as reading and hypothesis intervention, we are questioning. This text exploratory dialogue with socio-historical experience, which reconstructs debates that have encouraged the search contemporary Social Work.
