This paper analyzed transnational networks of subnational governments in the international system from the globalist approach of International Relations and with the theoretical contributions of paradiplomacy and network analysis. To that end, it first characterized the units that form the networks and then it defined what a transnational network of subnational governments is, describing its typology and functions. Then, it analyzed the status of these networks in the United Nations, with a special focus on the sustainable development agenda. The study followed a qualitative methodological design and consisted of the examination, review and discussion of specialized literature and the analysis of documentary sources. The findings show that these networks are international actors that represent the voice and shared interests of subnational governments, mobilize resources, facilitate cooperation and assume a collective political positioning in multilateral organizations in an attempt to influence global development agendas. Moreover, they differ from other networks in their main composition: subnational governments endowed with autonomy and legitimacy.
