In this way, water related issues acquired a new connotation when analyzed from the human rights perspective. According to the constitutional guidelines of Argentina, challenges related to access to water and sanitation interpellate the national and provincial levels. In this context, the Argentine provinces elaborated strategies through their international decentralized cooperation with OFID to meet their local development demands regarding access to water and sanitation with a marked South-South tune. El acceso al agua y al saneamiento representan derechos humanos fundamentales que en los últimos años fueron reconocidos por diversos actores e instrumentos normativos de la comunidad internacional. De esta manera, la problemática hídrica adquirió una nueva connotación al analizarse desde la perspectiva de los derechos humanos. De acuerdo con los lineamientos constitucionales de Argentina, los desafíos relacionados con el acceso al agua y al saneamiento interpelan a los niveles nacionales y provinciales. En ese contexto, las provincias argentinas ensayaron estrategias mediante su cooperación internacional descentralizada con el Fondo OPEP para el Desarrollo Internacional (OFID) para atender sus demandas de desarrollo local referidas al acceso al agua y al saneamiento con una marcada sintonía Sur-Sur.
