The handbook answers three fundamental questions: Why is regional cooperation needed? Where (and how) has it been implemented? What does the empirical evidence tell us about its effectiveness and impact? It is shown that there are strong normative theoretical arguments in favour of regional cooperation in various policy fields, based on a variety of criteria, and in consonance with the realities of multi-level governance and the subsidiarity principle. It is shown that regional cooperation and integration have been implemented all over the world, be it in a variety of forms and modalities. It is finally shown that there is solid empirical evidence on the beneficial effects of regional cooperation or integration for citizens in several areas, even if these effects are sometimes conditional on accompanying factors; in some cases, the evidence is mixed or inconclusive. Este artículo presenta las principales conclusiones de un ambicioso proyecto de manual (Manual sobre cooperación e integración regional, publicado por Edward Elgar). El manual responde a tres preguntas fundamentales: ¿Por qué es necesaria la cooperación regional? ¿Dónde (y cómo) se ha aplicado? ¿Qué nos dice la evidencia empírica sobre su eficacia y su impacto? Se demuestra que existen sólidos argumentos teóricos normativos a favor de la cooperación regional en diversos ámbitos de política, basados en una variedad de criterios y en consonancia con las realidades de la gobernanza multinivel y el principio de subsidiariedad. Se demuestra que la cooperación y la integración regionales se han implementado en todo el mundo, aunque sea en diversas formas y modalidades. Por último, se demuestra que existe evidencia empírica sólida sobre los efectos beneficiosos de la cooperación o la integración regional para los ciudadanos en varios ámbitos, aunque estos efectos a veces dependen de factores complementarios; en algunos casos, la evidencia es contradictoria o no concluyente.
