Following the proliferation of regional blocs in the 1990s, the Common Market of the South (MERCOSUR) was created with an institutional structure that includes permanent bodies aimed at increasing levels of interregional development. This article analyzes the evolution of the bloc's dispute settlement system, from its beginnings with the signing of the Brasilia Protocol, which established ad hoc arbitral tribunals, to the conclusion of the Olivos Protocol, which consolidates the Permanent Review Tribunal (PRT) as part of a dispute settlement system that guarantees the correct interpretation and application of the bloc's regulations. Considering that 20 years have passed since the PRT's creation, it is deemed timely to analyze the tribunal's performance, its interventions and results, exploring its functioning and examining the procedure developed for dispute settlement, in order to identify its effectiveness and whether the tribunal's contributions have been decisive in continuing to justify its permanence, or if perhaps a renewal of the body is required. El auge y consolidación de los procesos de integración, surgidos tras la finalización de la Segunda Guerra Mundial, se expandieron en América Latina como una estrategia frente a la globalización. Tras la proliferación de bloques regionales, en la década de 1990, se crea el Mercado Común del Sur (MERCOSUR) con una estructura institucional que incluye órganos permanentes con el objetivo de aumentar los niveles de desarrollo interregional. El presente artículo analiza la evolución del sistema de solución de controversias del bloque, desde sus inicios con la firma del Protocolo de Brasilia que estableció tribunales arbitrales ad hoc, hasta la celebración del Protocolo de Olivos que consolida al Tribunal Permanente de Revisión (TPR) como parte de un sistema da solución de controversias que garantiza la correcta interpretación y aplicación de la normativa del bloque. Considerando que se han cumplido 20 años desde la creación del TPR, se considera oportuno analizar la actuación de dicho tribunal, sus intervenciones y resultados, explorando su funcionamiento y examinando el procedimiento desarrollado para la solución de disputas, a fin de identificar la efectividad del mismo y si los aportes del tribunal han sido decisivos para continuar justificando su permanencia, o tal vez se requiere una renovación del órgano.
