description Water resources, particularly wetlands, are among the most threatened ecosystems on the planet. In this scenario, their management based on effective governance emerges as a relevant element and a challenge for decision-makers and stakeholders linked to water resources. The concept of governance has gained strength since the 1990s, as an articulator of efforts in environmental matters. It is frequently used in the design, implementation, and monitoring of public policy, and similar dimensions emerge from these instruments. Faced with this, we are interested in observing the territorial dimension of governance in its connection with water resources, that is, the interpretation of the concept made by the territorial actors linked to it. This article reports on the discussions regarding governance and how they, as well as the conceptual framework, are useful to advance the object of the article: revisiting the concept and indicators for Latin America in relation to the wetlands under study. To do this, we start from the analysis of two cases in Latin America, Paraná river in Argentina and Chinchiná river in Colombia. Around which we ask ourselves: What is meant by governance of water resources and wetlands? What are the characteristics of governance identified by the actors? How can we measure it? To answer these questions, the qualitative and quantitative methodology used includes the analysis of documents, semi-structured interviews, workshops with experts and the questionnaire implementation to validate the results. Among the results, it stands out that the concept of governance regarding water resources and wetlands has growing relevance. It is a concept in constant construction, as part of which a definition validated by the actors is proposed. Some of the elements align with its origin and historical journey while other identified notions are presented as disruptive.

Los recursos hídricos, y particularmente los humedales, se encuentran entre los ecosistemas más amenazados del planeta. En este escenario, la gestión de los mismos a partir de una efectiva gobernanza emerge como un elemento relevante y un desafío para los tomadores de decisiones y actores vinculados. El concepto de gobernanza cobró fuerza a partir de los años ‘90, como articulador de los esfuerzos en materia ambiental. Nos interesa observar aquí la dimensión territorial de la gobernanza en su vinculación con los recursos hídricos, es decir, la interpretación del concepto que hacen los actores territoriales ligados a los mismos. Este artículo da cuenta de las discusiones en relación con la gobernanza y cómo ellas, al igual que el marco conceptual, son útiles para avanzar en el objeto del artículo: revisitar el concepto y los indicadores para América Latina en relación con los humedales como objeto de estudio. Para ello, partimos del análisis de dos casos de América Latina: Delta del Paraná en Argentina y Río Chinchiná en Colombia, a partir de los cuales nos preguntamos: ¿Qué se entiende por gobernanza de los recursos hídricos y humedales? ¿Cuáles son las características de la gobernanza identificadas por los actores? ¿Cómo podríamos medirla? Para responder dichos interrogantes se recurrió al uso de metodología cualitativa y cuantitativa que contempló análisis de documentos, entrevistas semiestructuradas, talleres con expertos y la implementación de un cuestionario para validar resultados. Entre los resultados se destaca que el concepto de gobernanza en materia de recursos hídricos y humedales tiene una relevancia creciente. Se trata de un concepto en constante construcción, como parte de lo cual se propone una definición validada con los actores. Algunos de los elementos se alinean con su origen y recorrido histórico en tanto que otras nociones identificadas se presentan como disruptivas.
