| Sumario: | States cooperate on sensitive areas of international policy that could put their national sovereignty and territorial integrity at risk. Successful inter-state collaboration in such sectors (energy, security, organized crime, shared natural resources, among others) is rare and highly conflictive. Attempts are often frustrated or perish in time. Even less feasible is the creation and maintenance of international institutions in these types of international policy sectors. Here the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) takes on notable empirical relevance. Its uninterrupted operation from its creation in 1991 to the present-day places it as an atypical case at a global level. This essay aims to describe and analyze the functioning of ABACC. It is hoped that it will arouse interest and motivate more academics and practitioners in the field to analyze it from interdisciplinary perspectives. |
