However, the member States of the European Union were characterized by carrying out an anti-migration policy. In this context, Angela Merkel stressed that Germany had a “humanitarian responsibility” to help refugees, manifesting, through foreign policy, the image of the State as an important "immigration country". The chancellor’s leadership and her own diplomatic style helped to develop a more welcoming policy towards refugees. But also to manifest a national identity based on “differentiation with its past'', which guided a new facet of German foreign policy centered on values. En 2015, la denominada “crisis de refugiados” alcanzó su punto más crítico cuando miles de personas huyeron de sus países de origen y se dirigieron, entre otros destinos, al continente europeo en busca de protección internacional. Sin embargo, los Estados miembros de la Unión Europea se caracterizaron por llevar a cabo una política anti migratoria. En este contexto, Angela Merkel destacó que Alemania tenía la “responsabilidad humanitaria” de ayudar a los refugiados, manifestando, a través de la política exterior, la imagen del Estado como un importante “país de inmigración”. El liderazgo de la canciller y su propio estilo diplomático contribuyeron al desarrollo de una política más acogedora respecto a aquellas personas necesitadas de refugio. Pero también a manifestar una identidad nacional alemana basada en la “diferenciación con su pasado”, que guió una nueva faceta de la política exterior centrada en valores.
