In the first section we will review the arguments that justified the introduction of paid tuition in national schools. Next, we will observe the proportion that occurred between children with paid and free tuition and the voices that were raised against it. In the third section we will describe the expenses that were made in the schools of the Capital and the National Territories with the tuition fund. Finally, we will discuss the process by which the seventh paragraph of Law 1420 was definitively eliminated. To carry out this research, we mainly analyzed the annual reports prepared by the authorities of the National Council of Education and the Council's magazine called El Monitor de la educación común. En este artículo analizaremos la cuestión de la gratuidad dispuesta en la Ley 1420/84 y la imposición de la matrícula paga contemplada en el inciso séptimo del artículo 44 de la norma. En el primer apartado reseñaremos cuáles fueron los argumentos que justificaron la introducción de la matrícula paga en las escuelas nacionales. Seguidamente, observaremos la proporción que se dio entre los niños con matrículas pagas y gratuitas y las voces que se alzaron en contra. En el tercer apartado describiremos los gastos que se realizaban en las escuelas de Capital y de los Territorios Nacionales con el fondo de matrículas. Por último, plantearemos cómo fue el proceso por el cual se eliminó definitivamente el inciso séptimo de la ley. Para realizar esta investigación, analizamos principalmente los informes anuales que elaboraron las autoridades del Consejo Nacional de Educación y la revista del Consejo llamada El Monitor de la educación común.
