The contrast arises between the penitentiary praxis and a basic notion of security policies within a democratic and social rule of law State that should ensure the full implementation of human rights provided in our National Constitution. This should not only guide the actions of public officials, but also command the removal of any kind of obstacles to guarantee the full and effective implementation of such rights with the purpose of promoting their gradual advance and never allowing their regression. From our point of view as researchers within the penitentiary field, we identify and question the policies, contrasts, and material conditions of imprisonment that account for everyday practices and discourses of the actors involved and that influence the settings and the maintenance of the social order in prison. Este artículo aborda cuestiones vinculadas al gobierno del encierro carcelario en la provincia de Buenos Aires, a partir del intercambio de los autores respecto de sus experiencias de investigación en el mencionado campo. Aquí se plantea el contraste entre la praxis penitenciaria y una noción elemental de política en seguridad enmarcada en un Estado democrático y social de derecho que debe garantizar la plena vigencia de los Derechos Humanos previstos en nuestra Constitución Nacional, que no solo deben orientar las acciones de los agentes públicos sino que también ordena la remoción de cualquier tipo de obstáculo para la efectiva vigencia de tales derechos, con el objeto de promover el avance progresivo de los mismos y no permitir su regresión. Desde nuestra presencia como investigadores en el campo carcelario identificamos y problematizamos políticas, contrastes y condiciones materiales del encierro que dan cuenta de prácticas y discursos cotidianos, producto de los actores involucrados y que surten efectos en la configuración y sostenimiento del orden social en la prisión actual.
