description This paper analyzes the collective action proposal of the Latin American Cultura Viva Comunitaria movement. Which is formed by community-based cultural groups, collaborative, self-managed and organized in a network, present in seventeen Latin American countries. It was established with the aim of building a social fabric capable of promoting transformations through the exchange of experiences of culture as a living force, anchored to the local space and oriented in participation for the animation of art and community culture. The objective of this movement is for each member country to have a cultural rights policy, represented through a general culture law, which designates 1% of national budgets for culture and 0.1% of that budget specifically for inclusion and visibility of the Living Community Culture. On this occasion the contribution is recognized from the interpretative and critical perspective of cultural studies, which suggests focusing on the analysis of new social movements from their characteristics and their particular sociocultural dynamics around the political as a driver of transnational collective action. The continental and the local are discussed in the framework of collective decisions in network, by addressing unknowns in the collective action developed by this type of cultural phenomena, in terms of the way in which their continental bases are interpreted and reproduced in local contexts

El cual se conforma por agrupaciones culturales de base comunitaria, colaborativas, autogestivas y organizadas en red, presentes en diecisiete países latinoamericanos. Se constituyó con el fin de construir un tejido social capaz de impulsar transformaciones por medio del intercambio de experiencias de cultura como fuerza viva, ancladas al espacio local y orientadas en la participación para la animación del arte y la cultura comunitaria. El objetivo de este movimiento es que cada país miembro cuente con una política de derechos culturales, representada a través de una ley general de cultura, que designe 1% de los presupuestos nacionales para cultura y 0.1% de ese presupuesto específicamente para la inclusión y visibilización de la Cultura Viva Comunitaria. En esta ocasión se reconoce el aporte desde la perspectiva interpretativa y crítica de los estudios culturales, que sugiere concentrarse en el análisis de los nuevos movimientos sociales desde sus características y sus dinámicas socioculturales particulares en torno a lo político como impulsor de la acción colectiva transnacional. Se discute lo continental y lo local en el marco de las decisiones colectivas en red, al abordar incógnitas en la acción colectiva desarrollada por de este tipo de fenómenos culturales, en cuanto a la manera en que se interpreta y reproduce sus bases continentales en contextos locales.
