Sumario:This article aims to analyze the growth of affirmative action policies in the Brazilian public service as a way of fighting racism, inequality and exclusion that affect black men and women in Brazil in a special way. The policy racial quotas in the public administration was applied in the country as a way of guaranteeing greater representation of the black population in the institutional sphere and helping to promote their social inclusion and the fight against institutional racism. However, it is necessary to revisit its objectives, observe its implementation and its impacts, in view of its potential for the advancement of our society. As a basis for this study, we propose to establish a dialogue with the theoretical perspective of representative bureaucracy.
