The policy racial quotas in the public administration was applied in the country as a way of guaranteeing greater representation of the black population in the institutional sphere and helping to promote their social inclusion and the fight against institutional racism. However, it is necessary to revisit its objectives, observe its implementation and its impacts, in view of its potential for the advancement of our society. As a basis for this study, we propose to establish a dialogue with the theoretical perspective of representative bureaucracy. O presente artigo tem por objetivo analisar o crescimento de políticas de ações afirmativas no serviço público brasileiro como forma de luta contra o racismo, a desigualdade e a exclusão que afeta de maneira especial a negros e negras no Brasil. A política de cotas raciais na administração pública foi aplicada no país como uma forma de garantir maior representatividade da população negra no âmbito institucional e auxiliar na promoção de sua inclusão social e na luta contra o racismo institucional. No entanto, é necessário revisitar os seus objetivos, observar sua implementação e seus impactos, tendo em vista sua potencialidade para o avanço de nossa sociedade. Como base desse estudo, propomos estabelecer um diálogo com a perspectiva teórica da burocracia representativa.
