Using the frameworks of delegative democracy and democratic erosion, this study examines three dimensions: narrative construction, institutional transformation, and subsequent operational effects. It systematizes 187 presidential interventions and classifies their discursive frameworks, identifying a predominance of delegitimizing and anti-establishment patterns over technical arguments. Furthermore, it documents an escalation of negative mentions preceding the 2024 constitutional reform. At the operational level, differences are observed between the performance of the INAI and that of its substitute body in resolving appeals. The findings show correlations with theoretical stages of democratic erosion, in which discursive delegitimization, legal reconfiguration, and the reduction of institutional capacities are articulated in a coherent process. This case provides concrete evidence of a key facet of democratic erosion: the weakening of horizontal accountability mechanisms. It also establishes guidelines for future comparative studies. Este artículo analiza la eliminación del Instituto Nacional de Transparencia, Acceso a la Información y Protección de Datos Personales (INAI) en México mediante un enfoque mixto que combina análisis de discurso presidencial (2018–2025) y evaluación preliminar del desempeño del órgano sustituto. A partir de los marcos de democracia delegativa y erosión democrática, se examinan tres dimensiones: la construcción narrativa, la transformación institucional y los efectos operativos posteriores. El estudio sistematiza 187 intervenciones presidenciales y clasifica sus marcos discursivos, identificando predominio de patrones deslegitimadores y anti-establishment frente a argumentos técnicos. Asimismo, documenta un escalamiento de menciones negativas que antecede la reforma constitucional de 2024. En el plano operativo, se observan diferencias entre el desempeño del INAI y el del órgano sustituto en la resolución de recursos de revisión. Los hallazgos muestran correspondencias con etapas teóricas de erosión democrática, en las que la deslegitimación discursiva, la reconfiguración legal y la reducción de capacidades institucionales se articulan en un proceso coherente. Este caso provee evidencia concreta sobre una faceta clave de la erosión democrática: el debilitamiento de los mecanismos de accountability horizontal. Asimismo, establece lineamientos para futuros estudios comparados.
