The existence of the Poverty Rate requires, in addition to macro and microeconomic policies, a social policy that tries to mitigate the problem in the short term, acting in a countercyclical way. In other words, when the GDP falls and the Poverty Rate rises, the State should increase Social Spending, that of income compensation for low-income families. This paper analyzes the cyclical behavior of Social Spending at the level of certain social functions, in relation to the cycle of GDP and the Poverty Rate, for the national, provincial and provincial governments of La Rioja, in the period 2011 - 2021. The objective is to calculate the existence of a relationship, by means of contemporaneous and lagged linear correlation. Finally, the results show that at the national level there is no relationship between the Poverty Rate and GDP. At the provincial level, there is a positive relationship between the Poverty Rate and Spending on Labor Programs, and for the province of La Rioja, a negative relationship between the Poverty Rate and Spending on Social Promotion and Assistance. Argentina presenta desde hace varias décadas una alta Tasa de Pobreza, por un bajo crecimiento del Producto Interno Bruto a largo plazo. La existencia de la Tasa de Pobreza requiere, además de políticas macro y microeconómicas, una política social que intente mitigar el problema en el corto plazo, actuando en forma contracíclica. Es decir, cuando baja el PIB y sube la Tasa de Pobreza, el Estado debería aumentar el Gasto Social, el de carácter compensatorio de ingresos con destino a las familias de menores recursos. Este trabajo analiza el comportamiento cíclico del Gasto Social a nivel de ciertas funciones sociales, con relación al ciclo del PIB y de la Tasa de Pobreza, para el nivel de gobierno nacional, provincial y de la provincia de La Rioja, en el período 2011 – 2021. El objetivo es calcular la existencia de una relación mediante correlación lineal contemporánea y rezagada. Finalmente, los resultados muestran que a nivel nacional no existe relación entre la Tasa de Pobreza y el PIB. A nivel provincial, existe una relación positiva entre la Tasa de Pobreza y el Gasto en Programas Laborales, y para la provincia de La Rioja, una relación negativa entre la Tasa de Pobreza y el Gasto en Promoción y Asistencia Social.
