However, investment in new networks represents high costs when they are established in remote and difficult to access areas on the outskirts of the city, such as Cuautepec. As a matter of government, policies tend to focus on the improvement of existing systems, consequently, the construction of infrastructure is often seen as a political instrument. In this sense, through the establishment of Cablebus L1 from the perspective of the anthropology of infrastructures, it is possible to understand and explain the way in which a plan is constituted as a promise and within this, infrastructure as a projection. This can or is used to represent the power of the state to its citizens, but at the same time it enables different social confrontations that would otherwise take place because of the constructed object. Uno de los principales retos de la movilidad en la Ciudad de México, ha sido la integración de los distintos medios de transporte y la necesidad de crear nuevas y eficientes infraestructuras para el traslado de más de 99 millones de personas mensualmente, a través del transporte público. Sin embargo, la inversión en nuevas redes, representa costos elevados cuando se establecen en zonas alejadas y de difícil acceso en las periferias de la ciudad, como Cuautepec. Al ser un asunto de gobierno, las políticas suelen centrarse en la mejora de los sistemas existentes, en consecuencia, la construcción de infraestructuras suele ser vistas como un instrumento político. En este sentido, a través del establecimiento de Cablebús L1 desde la perspectiva de la antropología de las infraestructuras, es posible comprender y explicar la forma en que un plan se constituye en promesa y dentro de esta, la infraestructura como proyección. Esta puede o es utilizada para representar el poder el Estado ante sus ciudadanos, pero a su vez posibilita distintas confrontaciones sociales que de otra manera tienen lugar por el objeto construido.
