To do this, a participatory space is taken as a case study: the Local Advisory Council of the San Juan Agricultural Experimental Station of the National Institute of Agricultural Technology (INTA) of Argentina. The heterogeneity of the represented actors, the mechanisms for selecting members and authorities, the rules, dynamics and problems that are established for the participation and influence that civil society organizations exercise in the State are analyzed. We are working on a period of time in which changes are observed within INTA and a serious provincial water crisis, within the framework of which the agreements emerged in this Council have an influence on public policies in a way that is not exempt from conflicts and contradictions. Este trabajo analiza la interacción entre intereses públicos y particulares sectoriales en el diseño de políticas públicas en un ámbito estatal. Para ello, se toma como estudio de caso un espacio participativo: el Consejo Local Asesor de la Estación Experimental Agropecuaria San Juan del Instituto Nacional de Tecnología Agropecuaria (INTA) de Argentina. Se explora la heterogeneidad de los actores representados, los mecanismos de selección de integrantes y autoridades, las reglas, dinámicas y problemas que se establecen para la participación y la influencia que las organizaciones de la sociedad civil ejercen en el Estado. Se trabaja sobre un lapso en el que se observan cambios dentro de INTA y una grave crisis hídrica provincial, en el marco de la cual los acuerdos surgidos en este Consejo tienen injerencia sobre las políticas públicas de un modo que no está exento de conflictos y contradicciones.
