Structural problems that have been going on for decades in the field of personnel structure, low budgets and, consequent limitations in the field of personnel training and equipment, are added to the adoption of incompatible defense policy objectives, dispersion of efforts and objectives, and delays for the adoption of decisions. Appropriate measures such as the creation of the FONDEF are sterilized by their use in acquisitions that do not contribute to solving the critical situation facing the country in terms of military equipment. La política de defensa argentina durante los últimos tres gobiernos evidencia la existencia de concepciones opuestas sobre la defensa, pero una consecuencia común: la imposibilidad de obtener para el país una capacidad de defensa razonablemente adecuada ante los riesgos existentes. A problemas estructurales que se arrastran desde décadas en materia de estructura de personal, bajo presupuesto y consiguientes limitaciones en materia de adiestramiento del personal y equipamiento, se suman la adopción de objetivos de política de defensa incompatibles entre sí, dispersión de esfuerzos y objetivos, y demoras para la adopción de decisiones. Medidas adecuadas como la creación del FONDEF se ven esterilizadas por su empleo en adquisiciones que no contribuyen a solucionar la crítica situación que en materia de equipamiento militar afronta el país.
