It examines the ways in which the relationship between referents from both worlds is configured by documenting the links they maintain and the disputes they sustain in shared workspaces. It is argued that the classic dichotomy between State and civil society crosses that field of practice in which a “moral economy” is formed from where organizations dispute their place and legitimacy as suitable agents to intervene in the social field. Based on a research work with executives of the largest NGOs in the country - the "élite of the sector" - and with senior state officials, the article shows how a plot full of suspicions, instrumental relationships and difficulties of understanding emerges that update the founding dichotomy. At the same time, we illuminate the skills, learnings and strategies forged throughout a journey of decades of joint work between the State and the organizations that show the porosity of these spaces and the circulation of their agents. Este artículo analiza la trama que reúne a las grandes ONG y al Estado en la gestión de lo socio asistencial en Argentina desde los 90 hasta la gestión de la Alianza Cambiemos. Examina los modos en que se configura la relación entre referentes de ambos mundos a partir de documentar los vínculos que mantienen y las disputas que sostienen en los espacios de trabajo compartidos. Se argumenta que la dicotomía clásica entre Estado y sociedad civil atraviesa ese campo de prácticas en el que se conforma una “economía moral” desde donde las organizaciones disputan su lugar y legitimidad como agentes idóneos para intervenir en el campo de lo social. A partir de un trabajo de investigación con directivos de las ONG más grandes del país -la “élite del sector”- y con altos funcionarios estatales, el artículo muestra cómo emerge una trama cargada de sospechas, relaciones instrumentales y dificultades de entendimiento que reactualizan la dicotomía fundante. A la vez, iluminamos las destrezas, aprendizajes y estrategias forjadas a lo largo de un recorrido de décadas de trabajo conjunto entre el Estado y las organizaciones que muestran la porosidad de estos espacios y la circulación de sus agentes.
