In this sense, this article seeks to identify the way in which the cooperation processes between the two states have been carried out, highlighting both the objectives and the institutional mechanisms of negotiation during the period from 2001 to 2018. For this purpose, a descriptive method, as well as documentary analysis techniques are used. It is concluded that energy cooperation between the United States and Mexico has developed from the transgovernmental interaction between government agencies and private agents whose purpose has focused on the deployment of regulatory and normative instruments. Las relaciones energéticas entre Estados Unidos y México se han caracterizado por un dinamismo constante. Sin embargo, a diferencia de otros sectores, existen visiones contrapuestas respecto a su regionalización en las que, por un lado se identifica una creciente “integración” derivada del flujo comercial de energéticos y, por el otro, se observa un estancamiento en el desarrollo de mecanismos institucionales de interacción; por lo que existe una falla en el entendimiento y conceptualización de los procesos de cooperación en la materia. En este sentido, el presente artículo busca identificar la forma en la que los procesos de cooperación entre ambos estados se han llevado a cabo, destacando tanto los objetivos como los mecanismos institucionales de negociación durante el período de 2001 a 2018. Para ello, se hace uso de un método descriptivo, así como técnicas de análisis documental. Se concluye que la cooperación energética entre Estados Unidos y México se ha cimentado a partir de la interacción transgubernamental entre agencias públicas y agentes privados, cuya finalidad se ha centrado en el despliegue de instrumentos regulatorios y normativos.
