This research work analyzes and compares in depth the public policy "Make the Future", applied by both administrations, as well as the political elite in charge of its implementation to determine what kind of relationship exists between preferences and origins of the official and the changes experienced by the program during the 2016-2020 period. Adopting as the main axis the professional and academic profile of the civil servants, it is concluded that, despite having so different civil servants, with opposing experiences, origins, and ideologies, as well as heterogeneous academic trajectories and backgrounds, there is a continuity and consensus between both administrations about the scope and limits of social policy. La llegada del Frente de Todos al ejecutivo nacional en diciembre del 2019 supuso la recentralización, a priori, del Estado como motor del cambio social y económico, dejando de lado las lógicas de gestión privada impulsadas por la anterior administración de la Alianza Cambiemos (2015-2019). En el presente trabajo de investigación se analizan y comparan en profundidad la política pública “Hacemos Futuro”, aplicada por ambas administraciones, como así también a la élite política encargada de su implementación con el fin de determinar, qué clase de relación existe entre las preferencias y procedencias del funcionario y los cambios que experimentó el programa durante el período 2016-2020. Adoptando como principal eje el perfil profesional y académico de los/as funcionarios/as, se concluye que, a pesar de contar con funcionarios/as tan diferentes, con experiencias, procedencias e ideologías contrapuestas, además de trayectorias y antecedentes académicos heterogéneos, se observa una continuidad y consenso entre ambas administraciones en lo que refiere a los alcances y límites de la política social.
