Paraguay Contemporary foreign policy International relations Paraguay Política exterior contemporánea Relaciones internacionales Going over the last twenty years of Paraguay’s foreign policy involves analyzing six governments with their own peculiarities and very diverse historical contexts. The period between the years 2000 and 2020 begins with the first year of the mandate fulfilled by the former president of the Senate, Luis Ángel González Macchi, who became president after a major political crisis, and ends in the current presidency of Mario Abdo Benítez, having passed his first two years of mandate of the corresponding five years. The study of these two decades will aim to analyze the changes and continuities present in Paraguay's foreign policy throughout this period, focusing on the modification or permanence of a foreign policy "style". Special attention will be paid to the active or reactive nature that Paraguayan politics presents in each government, according to the capacity to promote an effective process of planning, formulation and implementation of a foreign policy project, and at the same time, evaluating the existence of either a more dependent or a more autonomous position in the face of conditioning factors coming from both the external order and the domestic level. Hacer un recorrido por los últimos veinte años de la política exterior de Paraguay implica analizar seis gobiernos con particularidades propias y contextos históricos muy diversos. El período comprendido entre los años 2000 y 2020 inicia con el primer año de mandato cumplido por parte del ex presidente del Senado, Luis Ángel González Macchi, devenido en presidente luego de una importante crisis política, y concluye con la actual presidencia de Mario Abdo Benítez, habiendo atravesado sus primeros dos años de mandato, de los cinco años que corresponden. El estudio de estas dos décadas tendrá como objetivo el analizar los cambios y las continuidades presentes en la política exterior de Paraguay a lo largo de este período, centrando el foco de interés en la modificación o permanencia de un “estilo” de política exterior. Se prestará especial atención al carácter activo o reactivo que presenta la política paraguaya en cada gobierno de acuerdo a la capacidad de promover un proceso efectivo de planificación, formulación e implementación de un proyecto de política exterior, evaluando, a su vez, el establecimiento de posturas más dependientes o más autónomas frente a condicionantes provenientes tanto del orden externo como del plano doméstico.
