Based on that objective, the paper takes up the definition of foreign policy of the Argentine internationalist Roberto Russell, in order to formalize dimensions, plans and recipients of the messages and decisions. Specifically, in the first instance, it analyzes the national political system from the results of the 2019 national elections and the formation of the new Council of Ministers, including the brief programmatic agreement on foreign policy of the political parties that formed the coalition that accompanies the President Luis Lacalle Pou. Secondly, decisions are analyzed from the political-diplomatic, economic and military-strategic thematic dimensions, from their projection at the national, bilateral and multilateral levels, and from domestic, external and international recipients. Also, the article provides some reflections on the conformation of the international public agenda of the new government. El objetivo de este artículo radica en revelar los puntos de partida de la política exterior uruguaya con vistas a futuros análisis sobre esta nueva administración de gobierno iniciada el 1º de marzo. A partir del objetivo enunciado, el trabajo retoma la definición de política exterior del internacionalista argentino Roberto Russell, con el fin de formalizar dimensiones, planos y destinatarios de las manifestaciones y decisiones. En concreto, en primera instancia, analiza al sistema político nacional uruguayo desde los resultados de las elecciones nacionales 2019 y la conformación del nuevo Consejo de Ministros, incluido el breve acuerdo programático en materia de política exterior de los partidos políticos que conformaron la coalición que acompaña al presidente Luis Lacalle Pou. En segunda instancia, se analizan las decisiones desde las dimensiones temáticas político-diplomática, económica y militar-estratégica, desde su proyección en los planos nacional, bilateral y multilateral, y desde los destinatarios domésticos, externos e internacionales. Asimismo, el artículo aporta algunas reflexiones sobre la conformación de la agenda pública internacional del nuevo gobierno.
