This promotes the internationalization of actors that often couldn’t participate in the global system such as the local governments. Based on the internationalization opportunities offered by the new global environment some of thisgovernments started to develop local strategies that constituted what is called a Sub-state International Policy. The objective of this paper is to analyze the implementation of the International Policy of the Municipality of Tandil (Buenos Aires, Argentina), and specifically its participation in Mercociudades Network, and show how this has contributed to local development strategies. El actual entorno global caracterizado por la pluralidad de actores internacionales, la aceleración del progreso técnico-productivo y la creciente interdependencia entre los territorios de distintas partes del mundo, favorece la internacionalización de actores antes ausentes en el plano externo, entre los que se encuentran los gobiernos locales. En algunos casos estos actores han logrado potenciar sus estrategias de Desarrollo Local en base al aprovechamiento de las oportunidades de internacionalización que ofrece el nuevo entorno global, constituyendo lo que se denomina una Política Internacional Subestatal. El objetivo del presente trabajo es analizar cómo la implementación de la Política Internacional en el Municipio de Tandil (Buenos Aires, Argentina), y específicamente su participación en la Red de Mercociudades, han contribuido al Desarrollo Local.
