The analysis identify three elements that help to understand the migratory phenomenon between both nations: patterns, processes and migration policies. Also suggest in a variety of ways, the characteristics and complexities of the recent phenomenon of return migration to Mexico, and the policy implications and directions towards a comprehensive policy for the reintegration of returnees. El objetivo de este trabajo es analizar el retorno de la población mexicana a raíz de la crisis global de 2008; así como, los retos que enfrenta el Estado mexicano en el diseño de una política migratoria transversal e integral que favorezcan la reinserción social y laboral de la población retornada. Para tal efecto, el análisis se basa en tres elementos entrelazados pero distinguibles, que ayudan a comprender el fenómeno migratorio entre ambas naciones: patrones, procesos y políticas. Al analizar los principales programas enfocados en la atención de esta población, se plantea que la nueva migración de retorno evidencia la presencia de una serie de barreras estructurales e institucionales que dificulta su plena reintegración.
