Sumario:This paper presents the results of the content analysis and discourseanalysis of more than twenty hours of presentations at the Public Hearingheld in September 2020 on the occasion of the extension of the Dr. RicardoBalbín Highway that connects the cities of Buenos Aires and La Plata,crossing the third largest metropolitan area in Latin America after Mexicoand Sao Paulo. At the same time, questions are raised about the role ofcitizenship in public management and the place of science in mediationin order to contribute to the construction of participatory public policies. Tothis end, articulations are developed between three central concepts thatcut across the case study: Public Hearings (PH), Participatory ScientificAgendas (PSA) and Public Policies (PP).The three objectives of the article are: a) to identify positions in relationto the execution of the extension of the aforementioned motorway; b) torecognise the multidimensionality and complexity of an issue with territorial,environmental, social, economic, political, water, engineering, legal,symbolic and other aspects, approaches and perspectives; and c) as aresult of the analysis of the presentations made, to establish articulationswith two other concepts that are the object of this research - PSA and PP- as well as with perspectives of popular and transformative science.
