At the same time, questions are raised about the role ofcitizenship in public management and the place of science in mediationin order to contribute to the construction of participatory public policies. Tothis end, articulations are developed between three central concepts thatcut across the case study: Public Hearings (PH), Participatory ScientificAgendas (PSA) and Public Policies (PP).The three objectives of the article are: a) to identify positions in relationto the execution of the extension of the aforementioned motorway; b) torecognise the multidimensionality and complexity of an issue with territorial,environmental, social, economic, political, water, engineering, legal,symbolic and other aspects, approaches and perspectives; and c) as aresult of the analysis of the presentations made, to establish articulationswith two other concepts that are the object of this research - PSA and PP- as well as with perspectives of popular and transformative science. |

El artículo presenta resultados del análisis de contenido y análisis del discurso sobre más de veinte horas de exposiciones en la Audiencia Pública efectuada en septiembre de 2020 con motivo de la obra de prolongación de la Autopista Dr. Ricardo Balbín que une las ciudades de Buenos Aires y La Plata atravesando la tercera área metropolitana más grande de América Latina después de México y San Pablo. A su vez, se plantean preguntas acerca del rol de la ciudadanía en la gestión pública y el lugar de la ciencia en la mediación para aportar a la construcción de políticas públicas participativas. Para ello, se desarrollan articulaciones entre tres conceptos centrales que atraviesan al caso de estudio: Audiencias Públicas (AP), Agendas Científicas Participativas (ACP) y Políticas Públicas (PP).Los tres objetivos del artículo son: a) identificar y analizar posiciones a favor, intermedias y en contra en relación a la ejecución de la prolongación de la Autopista mencionada; b) reconocer la pluridimensionalidad y complejidad de un tema con aristas, abordajes y perspectivas territoriales, ambientales, sociales, económicas, políticas, hídricas, ingenieriles, jurídicas, simbólicas, entre otras; y c) como resultado del análisis y la interpretación de las exposiciones realizadas, entablar articulaciones con otros dos conceptos objeto de la presente investigación –ACP y PP– así como con perspectivas de ciencia implicada, popular y transformadora. O artigo apresenta resultados da análise de conteúdo e análise do discurso de mais de vinte horas de apresentações na Audiência Pública realizada em setembro de 2020 por ocasião das obras de extensão da Rodovia Dr. Ricardo Balbín que liga as cidades de Buenos Aires e La Plata passando pela terceira maior área metropolitana da América Latina depois do México e San Pablo. Ao mesmo tempo, levantam-se questões sobre o papel dos cidadãos na gestão pública e o lugar da ciência na mediação para contribuir na construção de políticas públicas participativas. Para isso, são desenvolvidas articulações entre três conceitos centrais que atravessam o estudo de caso: Audiências Públicas (PA), Agendas Científicas Participativas (ACP) e Políticas Públicas (PP).Os três objetivos do artigo são: a) identificar e analisar posições a favor, intermediárias e contra em relação à execução do prolongamento da referida Rodovia; b) reconhecer a pluridimensionalidade e a complexidade de um tema com arestas, abordagens e perspectivas territoriais, ambientais, sociais, econômicas, políticas, hídricas, de engenharia, jurídicas, simbólicas, entre outras; e c) como resultado da análise e interpretação das exposições realizadas, estabelecer articulações com outros dois conceitos que são objeto desta pesquisa – ACP e PP – bem como com perspectivas de ciência envolvida, popular e transformadora.
