Because of its significance as well as the juncture in which it was erected, it has become a model example for considering not only the transformation of architects’ practices and responsibilities but also the field of planning and housing. It has also led to the clarification of the debates about housing policies in Latin America ranging from centralized and direct construction supported by the government to others supported by communal action, i.e., with the participation of users in self-construction processes. The goal of this article is to reflect on the different views provided by the “experts” involved taking into account the political conditions and pressures of the United States within the Cold War context. Este artículo aborda el papel que le cupo al Centro Interamericano de Vivienda y Planeamiento (CINVA) y a las políticas de Estados Unidos asociadas a la Alianza para el Progreso (APP) en la construcción del Conjunto Habitacional Ciudad Kennedy en Bogotá entre 1961 y 1963. Se plantea que por su envergadura y por la coyuntura en que fue materializado, resulta ejemplar para ponderar la transformación de las prácticas e incumbencias de los arquitectos, y del campo de la planificación y de la vivienda, y para desbrozar los debates acerca de las políticas de viviendas en Latinoamérica entre abordajes centralizados y de construcción directa desde la acción del Estado y otros apoyados en la acción comunal, con participación de usuarios en procesos de autoconstrucción. El objetivo es reflexionar sobre distintas visiones de los aportes de estos expertos en el marco de las condicionantes políticas y las presiones de los Estados Unidos en el ambiente de la Guerra Fría.
