description The project of installing a third pulp plant in Uruguay has generated a wide debate, mobilizing a lot of organizations including the State, unions, environmental and feminist organizations, and groups of affected neighbors. The aim of this article is to analyze their positions around the installation of the pulp plant, focusing on their conceptions of development, their differences and tensions. The study puts the sustainable development perspective under discussion, which supported the Uruguayan government’s promotion of the plant, and the critical vision from the Good Living approach, expressed by the voices of several organizations who oppose to the project. This paper’s interpretation arises from the analysis of press articles included in the period 2016-2020 and interviews with key informants.
