The article proposes to analyze the implications of a recent trend in the production of intermediate cities in Uruguay, the gated communities. This modality of land use, which is not new in the metropolitan area, begins to have a presence in conglomerates that had remained outside this phenomenon.
Specifically, an interdisciplinary look at the process that has been taking place in the city of Salto, on the northwestern coast of the country, will be presented as a result of the proposal for a mega-enterprise called “El Milagro Project”. This private initiative, of an exogenous nature and with traits of urban extractivism, imposes conditions that imply the revision of the local land use plan, which, if it occurs, would have important consequences on spatial, social, economic and environmental dynamics.
Based on secondary information from official sources, it will seek to demonstrate the risks that the project entails for territorial sustainability and for the achievement of a democratic and integrated city, in accordance with the principles that govern the country's land use planning policy.
