description The research from which this work emerges analyzes the habitat conception in policies and/or land management plans in Chile, Argentina, and Ecuador. It is approached from the perspective of different theories and conceptual lines related to development, land-use planning, and adequate habitat, to then propose a deductive theoretical-methodological link with a focus on complex systems. The present work is based on the theoretical framework of that research, and aims at highlighting the interrelation between habitat, land-use planning, and development model. Although there is a consensus on the need to achieve sustainable development of the territories through the implementation of land-use planning policies, and asserting the right of all people to an adequate habitat, there is a gap between the discourse and the reality of vast territories of Latin America where inadequate habitat conditions are present. It is understood that the way to define and implement the Policy is different according to the paradigm on which it is based, which has its own underlying ethics; therefore, there must be coherence between the development model and the principles of land-use planning in order to achieve the proposed objectives.
