description The urbanization of the flood-prone areas of the Greater Buenos Aires Agglomerate has traditionally been carried out by the least benefited groups. In times of Neoliberalism, many of these areas are being valued by real estate developers, industrial groups, among other economic actors. Following the precepts of the Ramsar Convention, civil organizations have been fighting for the conservation of these areas as wetland environments. Many of these areas, consequently, are stressed by various social actors with conflicting interests, logics and positions, leading to situations of great environmental conflict in which the type of use and form of occupation of those environments are questioned. The Laguna de Rocha, located to the southwest of the agglomerate, is a witness case of the above. This work proposes to investigate the specific ways in which this wetland has been incorporated into the city and its link with the emergence of environmental conflicts.
