description This article aims to continue the analyzes that we have been carrying out since the first year of the pandemic, recovering the contributions of references from the field of Situational Strategic Planning (PES) and higher education, in addition to systematizing documents and regulations of the National Interuniversity Council (CIN), of the Ministry of Education of Nation (ME) and from the Secretariat of University Policies (SPU) issued during the health emergency, a set of considerations are made explicit about the characteristics that the Argentine university system acquired, particularly at the National University of the Center of Province of Buenos Aires (UNICEN), in relation to the strategies and planning actions that its managers carried out to address the contingency. In this way, based on the same methodology and maintaining the axis of analysis described, the purpose of this document is to identify continuities and ruptures in the so-called “return to face-to –face” and, in the transition to the post-pandemic. To this end, the following questions are raised: ¿What were those responses in terms of university regulations and provisions to face the progressive return to in-person attendance in a pandemic context? ¿Were they reactive or planned responses? ¿What place does planning occupy in national universities, specifically in UNICEN, to be able to face this transition?

Este artículo se propone dar continuidad a los análisis que venimos realizando desde el primer año de la pandemia, recuperando los aportes de referentes del campo del Planeamiento Estratégico Situacional (PES) y la educación superior. Además de sistematizar documentos y normativas del Consejo Interuniversitario Nacional (CIN), del Ministerio de Educación de la Nación (ME) y de la Secretaría de Políticas Universitarias (SPU) -emanados durante la emergencia sanitaria- se explicitan un conjunto de consideraciones acerca de las características que adquirió el sistema universitario argentino, particularmente en la Universidad Nacional del Centro de la Provincia de Buenos Aires (UNICEN), en lo relativo a las estrategias y acciones de planificación que sus gestores llevaron a cabo para abordar la contingencia. De este modo, a partir de la misma metodología y manteniendo el eje de análisis descrito, el presente escrito tiene como finalidad identificar continuidades y rupturas en la denominada “vuelta a la presencialidad” y en la transición hacia la post pandemia. Para ello se plantean los siguientes interrogantes: ¿Cuáles fueron esas respuestas en materia de normativas y disposiciones universitarias para afrontar en un contexto de pandemia la progresiva vuelta a la presencialidad? ¿Fueron respuestas reactivas o planificadas? ¿Qué lugar ocupa el planeamiento en las universidades nacionales, específicamente en la UNICEN, para poder hacer frente a esta transición?  Este artigo pretende dar continuidade às análise que temos vindo realizar desde o primeiro ano da pandemia, recuperando os contributos de referências do domínio do Planejamento Estratégico Situacional (PES) e do ensino superior. Além de sistematizar documentos e regulamentos do Conselho Interuniversitário Nacional (CIN), do Ministério da Educação da Nação (ME) e da Secretaria da Políticas Universitárias (SPU) emitidas durante a emergência sanitária, explicita-se um conjunto de considerações sobre as características que o sistema universitário argentino adquiriu, particularmente na Universidad Nacional del Centro de la Provincia de Buenos Aires (UNICEN), em relação às estratégias e ações de planejamento que seus gestores realizaram para enfrentar a contingência. Desta forma, com base na mesma metodología e mantendo o eixo de análise descrito, o objetivo deste documento é identificar continuidades e rupturas no chamado “retorno ao presencial” e, na transição para o pós-pandemia. Para tal, levantam-se as seguintes questões: ¿Quais foram essas respostas em termos de regulamentação e disposições universitárias para fazer face ao regresso progressivo ao atendimento presencial em contexto de pandemia? ¿Foram respostas reativas ou planejadas? ¿Qué lugar ocupa o planeamento nas universidades nacionais, especificamente na UNICEN, para poder enfrentar esta transição?
