Open Access as part of the open science paradigm has become part of the agenda in current debates about there lation ship between knowledge production in public institutions and different forms of private appropriation. In Argentina, Law 26899 (passed in 2013) orders to publish and tomake freel yavailable in open access institutional repositories all production from Argentina’s scientific system, including all public universities. In approving this statute, the country became a regional leader in this area. This article presents part of a larger research on the sociogenesis of this public policy. In analyzing this process, the article highlights five pioneering university experiences that played a decisive role: open Access practices took shape and identity in those instances and they later became public policy. In theoretical-methodological terms, the article adopts a socioanthropological perspective basedon Pierre Bourdieu’s theory of social practices and Stephen Ball’s analytical tolos forth estudy of policies. Under this approach, the article centers on a political cycle that links the university policies of the 1990s, re-signified by the pione ering university teams, with their effectson the science and technology policies adopted in th efollowingt wode cades. |

El acceso abierto como parte del paradigma de la ciencia abierta se instaló en la agenda de los debates actuales sobre la relación entre la producción de conocimiento en instituciones públicas y las diferentes formas de apropiación privada. En Argentina, la Ley 26899 (sancionada en 2013), obliga a publicar y hacer disponible de manera gratuita en repositorios institucionales de acceso abierto toda la producción del sistema científico del país, incluyendo al conjunto de las universidades públicas. Con la aprobación de esta norma, el país se ubicó en la vanguardia regional en la materia. Este texto presenta parte de una investigación más amplia sobre la sociogénesis de esta política pública. Al analizar este proceso, el artículo destaca cinco experiencias universitarias pioneras que desempeñaron un papel decisivo: las prácticas de acceso abierto tomaron forma e identidad en esas instancias y luego se convirtieron en política pública. En términos teórico-metodológicos, la investigación adoptó una perspectiva socioantropológica basada en la teoría de las prácticas sociales de Pierre Bourdieu y en las herramientas analíticas de Stephen Ball para el estudio de las políticas. Bajo este enfoque, el artículo da cuenta de un ciclo de políticas que vincula las políticas universitarias de los años noventa, resignificadas por los equipos universitarios pioneros, con sus efectos en las políticas de ciencia y tecnología adoptadas en las dos décadas siguientes. O AcessoAberto, como parte do paradigma da ciência aberta, passou a fazer parte da agenda dos debates atuais sobre a relação entre a produção de conhecimentoeminstituições públicas e as diferentes formas de apropriação privada. Na Argentina, a Lei 26899 (aprovadaem 2013) determina a publicação e a disponibilização gratuita emrepositóriosinstitucionais de acessoaberto de toda a produção do sistema científico argentino, incluindotodas as universidades públicas. Aoaprovar este estatuto, o país tornou-se um líder regional nesta área. Este artigo apresenta parte de uma pesquisa maisampla sobre a sociogênesedessa política pública.
