description Both globally and regionally, academic and research evaluation systems have been the focus of questioning in recent years, while the gradual but sustained transition towards open science entails a series of changes not only in the models of production and circulation of knowledge, but also in the criteria, methodologies and practices of evaluation. Using a qualitative and descriptive approach, based on the collection of primary documentary sources, the paper synthesizes the main trends in the international policy agenda on academic and research evaluation. On the other hand, it describes various diagnoses on evaluation systems in the Latin American region and the central challenges they face. In an overview, some recent research assessment reform initiatives in three countries in the region are introduced. The central argument of the paper argues for the existence of a more or less broad consensus around a set of principles of evaluative reform, with an impact on the global and regional science and higher education policy agenda, which at the local level are reconfigured through a diversity of competing rationalities, methodologies and instruments.

Tanto a nivel global como regional, los sistemas de evaluación académica y de la investigación son foco en los últimos años de diversos cuestionamientos, mientras que la transición paulatina pero sostenida hacia la ciencia abierta conlleva una serie de cambios no sólo en los modelos de producción y circulación de conocimiento, sino también en los criterios, metodologías y prácticas de la evaluación. A partir de un abordaje cualitativo y descriptivo, basado en la recolección de fuentes documentales primarias, el escrito sintetiza las principales tendencias en la agenda internacional de políticas sobre la evaluación académica y de la investigación. Por otra parte, se describen diversos diagnósticos sobre los sistemas de evaluación en la región latinoamericana y los desafíos centrales que enfrentan. De manera panorámica, se introducen algunas iniciativas recientes de reforma evaluativa en tres países de la región. El argumento central del trabajo sostiene la existencia de un consenso más o menos amplio en torno a un conjunto de principios de reforma evaluativa, con incidencia en la agenda de políticas científicas y universitarias globales y regionales, los que en el plano local son reconfigurados a partir de una diversidad de racionalidades, metodologías e instrumentos en competencia. Tanto global quanto regionalmente, os sistemas de avaliação acadêmica e de pesquisa têm sido o foco de questionamento nos últimos anos, enquanto a transição gradual, más sustentada, para a ciência aberta implica uma série de mudanças não apenas nos modelos de produção e circulação do conhecimento, mas também nos critérios, metodologias e práticas de avaliação. Utilizando uma abordagem qualitativa e descritiva, baseada na coleta de fontes documentais primárias, o artigo sintetiza as principais tendências da agenda política internacional sobre avaliação acadêmica e de pesquisa. Por outro lado, descreve vários diagnósticos dos sistemas de avaliação na região da América Latina e os principais desafios que enfrentam. O argumento central do artigo defende a existência de um consenso mais ou menos amplo em torno de um conjunto de princípios de reforma avaliativa, com impacto sobre a agenda global e regional de políticas científicas e universitárias, que em nível local são reconfiguradas com base em uma diversidade de racionalidades, metodologias e instrumentos concorrentes.
