The article analyzes how the University was able to carry out two participatory public policies developed at local municipalities in Uruguay, the Cultural and the Territorial Development Agendas. Both cases, through competitive funds, the Participation and Decentralization Study Group developed participatory processes that were promoted by the Office of Planning and Budget - from the Uruguayan government. At first sight, the investigation will be framing the work carried out by a team of researchers from the University as a way of relating the institution with the community and enrolled actively in the construction of social cohesion and development in a new scenario such as the third level of government, which is connected to a new way of conceiving public policy and development anchored in the territorial processes and dynamics themselves and empowering it with capacities also located in the territory. The experiences will be analyzed by the group of university researchers, considering Participation and Decentralization Study Group itself as a product of the territorial decentralization policy carried out by the University of the Republic, as one of the direct results of the Program “Strengthening the Quality of Research” Finally, it will reflect the role of the University and the use of these research methodologies. At this point, it is expected that higher education, research and innovation will take part actively in this field. |

El artículo analizará cómo desde la Universidad se pudieron implementar dos políticas públicas participativas desarrolladas en el ámbito municipal de Uruguay: las Agendas Municipales de Cultura y las Agendas Municipales de Desarrollo Territorial. En ambos casos, a través de fondos concursables, el Grupo de Estudios de la Participación y la Descentralización desarrolló procesos participativos que estuvieron promovidos desde la Oficina de Planeamiento y Presupuesto-Presidencia de la República. El texto iniciará enmarcando el trabajo realizado por el equipo de investigadores desde la Universidad como una forma de relacionar la institución con la comunidad y dotarla de un papel activo en la construcción de cohesión social y desarrollo en un nuevo escenario como es el tercer nivel de gobierno. Ello se conecta con una nueva manera de concebir la política pública y el desarrollo anclado en los propios procesos y dinámicas territoriales y, a su vez, potenciarlo con capacidades también situadas en el territorio. Luego, se analizarán ambas experiencias y el rol que se cumplió desde el grupo de investigadores universitarios mediante la consideración de que el propio Grupo de Estudios de la Participación y la Descentralización es producto de la política de descentralización territorial llevada adelante por la Universidad de la República, como uno de los resultados directos del Programa de Fortalecimiento de la Calidad de la Investigación -Comisión Sectorial de Investigación Científica-. Finalmente, se reflexionará sobre el rol de la Universidad y el empleo de estas metodologías de investigación. En este punto, se retomará nuevamente el papel que pueden asumir en este campo la Educación Superior, la investigación y la innovación. O artigo analisará como a Universidade poderia implementar duas políticas públicas participativas desenvolvidas no âmbito municipal do Uruguai, as Agendas Municipais de Cultura e as Agendas Municipais de Desenvolvimento Territorial. Em ambos os casos, por meio de recursos competitivos, o Grupo de Estudos sobre Participação e Descentralização desenvolveu processos participativos promovidos pela Secretaria de Planejamento e Orçamento - Presidência da República. O texto terá início enquadrando o trabalho desenvolvido pela equipe de pesquisadores da Universidade como forma de relacionar a instituição com a comunidade e dotá-la de um papel ativo na construção da coesão social e no desenvolvimento em um novo cenário como o terceiro nível de governo, que está vinculado a uma nova forma de conceber políticas públicas e desenvolvimento ancorado nos próprios processos e dinâmicas territoriais e por sua vez empoderando-se de capacidades também localizadas no território. Em seguida, serão analisadas as duas experiências, será analisado o papel desempenhado pelo grupo de pesquisadores universitários, considerando que o próprio Grupo de Estudos sobre Participação e Descentralização é produto da política de descentralização territorial levada a cabo pela Universidade da República, como um dos resultados diretos do Programa de Fortalecimento da Qualidade da Pesquisa. Por fim, fará uma reflexão sobre o papel da Universidade e a utilização destas metodologias de investigação. Nesta altura, será retomado o papel que o ensino superior, a investigação e a inovação podem assumir neste domínio.
