This paper presents the elaboration process of the comparative study referred to the analysis of the offer of tertiary education in MERCOSUR, framed in the NEIES 2018 call. The study was developed from three work axes: (i) a characterization of the situation at a macro level of Higher Technological Education in the countries participating in the project was carried out, through the analysis of available secondary sources, in charge, (II) an approach at the micro level was proposed using the methodology of the case study, centered on the models of institutional management of four selected technological institutes, (iii) which recognizes the centrality of the personnel responsible for management, the training trajectories of the management teams of the selected institutes were recovered. The study focused on the micro dimension, as a key element for quality improvement, in the macro context of the construction of supranational public policies, taking MERCOSUR as an area of cooperation and exchange. One of the highlights of the work is that researchers from Argentina, Brazil, Chile and Uruguay participated in the preparation of the national cases selected and analyzed, and that the work methodology was the result of a collective effort to integrate different perspectives and trajectories. |

El texto presenta el proceso de elaboración del estudio comparado de la oferta de educación terciaria en MERCOSUR, enmarcado en la convocatoria NEIES 2018. Se desarrolló a partir de tres ejes de trabajo: (i) una caracterización de la situación a nivel macro de la Educación Superior Tecnológica en los países participantes del proyecto, mediante el análisis de fuentes secundarias disponibles; (ii) un abordaje a nivel micro utilizando la metodología del estudio de casos, centrado en los modelos de gestión institucional de cuatro institutos tecnológicos seleccionados; (iii) se recuperaron las trayectorias formativas de los equipos directivos de los institutos seleccionados. El estudio tuvo como foco la dimensión micro, como elemento clave para la mejora de la calidad, en el contexto macro de la construcción de políticas públicas supranacionales, tomando a MERCOSUR como ámbito de cooperación y de intercambio. Uno de los elementos destacados del trabajo es que contó con la participación de investigadores de Argentina, Brasil, Chile y Uruguay para la elaboración de los casos nacionales seleccionados y analizados y que la metodología de trabajo fue resultado de un trabajo colectivo de integración de perspectivas y trayectorias diferentes. O artigo apresenta o processo de elaboração do estudo comparativo referente à análise da oferta de educação terciária no Mercosul, enquadrado na chamada NEIES 2018. O estudo foi desenvolvido com base em três eixos de trabalho: (i) caracterização da situação a nível macro da Educação Tecnológica Superior nos países participantes do projeto foi realizada, através da análise das fontes secundárias disponíveis; (ii) uma abordagem a nível micro, utilizando a metodologia do estudo de caso, centrada nos modelos de gestão institucional de quatro institutos tecnológicos selecionados. No terceiro eixo, no qual é reconhecida a centralidade do pessoal responsável pela gestão, foram recuperadas as trajetórias de treinamento das equipes de gestão dos institutos selecionados. O estudo concentrou-se na microdimensão, como elemento-chave para a melhoria da qualidade, no contexto macro da construção de políticas públicas supranacionais, tomando o MERCOSUL como uma área de cooperação e intercâmbio. Um dos elementos marcantes do trabalho é que contou com a participação de pesquisadores da Argentina, Brasil, Chile e Uruguai para a elaboração dos casos nacionais selecionados e analisados e que a metodologia de trabalho foi o resultado de um trabalho coletivo de integração de diferentes perspectivas e trajetórias.
