| Sumario: | In recent decades university internationalization has accelerated and spread in the Latin American Region. Internationalization is a multifaceted, complex, non-neutral and transversal process to the substantive functions of the university and it is stimulated by promotion and evaluation policies that are thought and developed within broader structural frameworks, which make up a set of habits, pressures and expectations that affect the dynamics of production and dissemination of knowledge. The objective of the article is to understand the internationalization process of public universities in Paraguay, from a situated perspective, identifying their particularities and the stimuli generated by the evaluation, quality and / or accreditation policies and the incidence of regional integration policies based on the construction of institutional structures. The levels of analysis used are national and regional, highlighting one of its dimensions: the relationship between internationalization of higher education and the quality criteria that were institutionalized in the 21st century. The initial hypothesis on which the work is based maintains that the institutionality created at a regional scale has built structures that dispute the meaning of the logic that emerges from the hegemonic internationalization model. |
